The [Truth Justice and Healing Council](http://www.tjhcouncil.org.au/) plans to ask all the state and territory attorneys-general to develop a national compensation scheme for abuse victims that will be funded by the Church. "We don't need to wait the four or five years of the Royal Commission for governments to put their heads together to design a national scheme,'' the Council's CEO Francis Sullivan told the ABC's AM radio program. "The scheme shouldn't have any caps to payment. The scheme should have uniform investigative powers.
